9 departments were represented, with 39 current members in attendance and 2 honorary members. President, Tim Tedford called the meeting to order at 19:30 hours.

1.0 Introduction

Mayor Bill Gooch welcomed everyone and stated what great respect he has for Firefighters by carrying a pager himself, and what we go through. Mentioned the issue of the Double Hatters that was discussed at the recent ROMA conference, and this will be discussed at the next regular County Council Meeting. This year is Kemptvilles 150th Anniversary and will be celebrating in June.

2.0 Guest Speaker

2.1 Jennifer Labelle - EMS and Risk Watch. Discussed car seat clinics, they provide access to training, advertising, supplies etc., health unit staff would help, they are basically looking for spots to hold the clinics. Call Jennifer at 342-3840 Ext. 2402 f your department is interested in hosting a clinic.

2.2 John Lockhead - MNR - Fire Technician, Kemptville Fire Management. John gave an overview of Fire Management structure and various resources available for activations.

3.0 Adoption of Minutes

The minutes of the January 11, 2005 meeting were read.

The EOTEC have formed a partnership with Muncipal Health and Safety, Invista Canada, Dragger Canada, Proctor and Gamble, and National Defense.

Get updated rooster listing to Mark Urqhart so that he can get the updated First Responder certificates to the correct departments.


7.0 Coordinators Report- Deputy Chief Chris Dwyre

Chief Gerry Bennett of Gananoque is acting chief of Leeds 1000 Islands
The Crisis program is moving ahead

8.0 Unfinished Business

8.1 Honorary Member - as previously submitted and confirmed at this regular meeting, Chief Peter Mulvihill has been made an honorary member of the Mutual Aid Association.


9.0 New Business

9.1 Private Members Bill C - 273 to amend the Income Tax Act regarding Volunteer Emergency Responders: Currently there is $1,000 tax exemption for Volunteer Firefighters. The proposed amendment is to change this to a deduction of $1,000 after completing 100 hours of service and a $2,000 deduction for the completion of a minimum of 200 hours of service.. All associations and departments are encouraged to submit there letters in support of this bill.

9.2 Examination and Review of Books and Financial Records - the records have not been reviewed for 2 years, it was moved that the treasurer would have 2 members of his department review the records.

10.0 Announcements:

10.1 Firefighters Skeet Shoot tournament April 24 and may 1, 2005.

10.2 Kemptville announced that they are celebrating the 150th anniversary. They will be hosting the EOFA Games this year on June 24 and 25 and will be celebrating the 150th at this time. The are asking that we support them in coming and participating in there parade and the will be having a special guest speaker Bernie Moyle on the Friday. Kemptville will send out information packages.
