11 departments were represented, with 40 current members in attendance and 3 honorary members. President, Tim Tedford at 19:30 hours, called the meeting to order.

1.0 Introduction
Host, Chief Kevin Hartley welcomed everyone and introduced the guests. Reeve Herb Scott welcomed everyone.

2.0 Guest Speakers

Mark Naylor - Fides Marketing Inc. gave a presentation on the new Scott Air Packs, the Scott Thermal Imaging Camera and the Scott accountability system.

3.0 Adoption of Minutes

The minutes September 9, 2003 were adopted.

6.1 Health & Welfare

The passing of Wayne Seeley - Merrickville Fire Department

6.2 Fire Prevention - Dan Prest

- Pens are in for distribution, the committee is still looking into grab bags, and the committee will be putting in some media ads for the holiday season.
- The next meeting is Thursday December 11, 2003. Elizabethtown-Kitley Station #3

6.3 Training- Scott Tedford

· There will be a D course and a Z course being held over the next couple of weekends
· Looking into holding a new technology course at EKFD Station #1, more details to come when course is put together.
· A briefing on the events of the train derailment in Tyendinaga
· Defib course in Front of Yonge on December 14, 2003
· Next meeting is December 10, 2003, Elizabethtown-Kitley Station #3

7.0 Coordinators Report- Harry Jones

· Have submitted an application for JEPP Funding for Hazmat Training of approximately $160,000.

8.0 Fire Protection Advisor's Report

Long time service award photos to be picked up.

9.0 Unfinished Business

9.1 Honorary Member - a letter was received at the last meeting to nominate Jim Plumley of the Brockville Fire Department as a Honorary Member of the Mutual Aid Association.

9.2 Recognition of Honorary Members - it was moved that a plaque be made up displaying the names of the honorary members, and the plaque would be on display in the Counties Building or at the Brockville Fire Department. The names of the honorary members would also be listed on the Leeds and Grenville Fire Services Website.

10.1 Election of Officers - the election of officers will be held at the January 13, 2004 meeting.

11.2 Skeet Shoot - Chief Hartley announced the skeet shoot event to be held Sunday November 23, 2003.
