President, Jim Grant called the meeting to order at 19:30 hours. 11 departments were represented, with 52 current members in attendance and 2 honorary members.

1.0 Introduction

Deputy Chief Dwyre welcomed everyone and introduced guests. Mayor Ben Tekamp welcomed everyone and thanked the mutual aid system and the Brockville FD for dedication and support

2.0 Guest Speaker

Captain Ian Wade from the Ottawa FD suppression division brought his Accelerant Detection dog, Fiesta. Ian is an Accelerant Detection Dog Handler in the ATF Program. Fiesta is used at fire scenes to detect flammable liquids for investigators. Some dogs are also trained for explosive detection. Ian and Fiesta did a demonstration where she sniffed out small drops of gas and sits at the location of the accelerant. Ian and Fiesta are used in Ottawa and throughout the Province if requested.

Pamela Musgrave and John Branje presented recognition certificates to departments and spoke about the conference in Toronto the weekend of April 21, 2007. Cost of 1 person from each department is covered. Firefighters are the largest fundraising group for MD in Canada. Scotiabank will also help fundraise and possibly match money that is raised.

3.0 Adoption of Minutes

The minutes of the Sept 12, 2006 meeting were read.
Fire Prevention report was given by FPO Greg Healy, rather than DC Dwyre

5.0 Correspondence

Thank you notes from the family of Hiram Woods and from the family of Paul Ostrom.

6.0 Committee Reports

6.1 Health & Welfare - Chief Purcell
Mutual aid service was held for Hiram Woods at funeral home and honor guard at the funeral.
Firefighters marched to funeral home for wake of Paul Ostrum. No service was held at the request of the family.

6.2 Fire Prevention - FPO Greg Healy

Thanked everyone for assistance @ Mall for Fire Prevention week
TAPPC workshop in Lyn had 14 attendees
There will be a Chapter meeting in Gananoque on Dec. 6, 2006
Older/Wiser is struggling, looking for some new members to keep it going
Hazzard house is in need of repair. Looking at proposals for service clubs for support of replacing it. The estimated cost is $15,000.

6.3 Training - Wayne Shields

First Resonder course Dec.1,2,3,8,9 at Leeds and 1000 Islands Station #3
Eastern Ontario calendar will be out in December
Jim Grant announced a Reading Smoke seminar held at Edwardsburgh/Cardinal Station #1 on Jan.20, 2007. There will be room for 6 from each department. Wondering if Mutual Aid would offer a Certificate of Attendance. Moved by Tim Bond - Kemptville, 2nd by Ed Dempster - Gananoque, passed. Jim will get certificates produced.

7.0 Coordinators Report- DC Chris Dwyre

There was 1 mutual aid activation in Front of Yonge
Mutual aid plan has been approved but needs some updates
911 Technical Advisory meeting is Jan. 17, 2007
Community and Social Services is transferring the emergency after-hours on call service to the Canadian Red Cross Ontario Zone as of January 1, 2007.


8.0 Unfinished Business

8.1 Ed Dempster-Gananoque will look after Service Medal mounting twice a year. The mounting is done through CFB Kingston.

8.2 Jim Purcell-Edwardsburgh/Cardinal mentioned that due to lack of response the EOFA dinner in October was cancelled

9.0 New Business

9.1 Question was raised about the protocol for Mutual Aid services for deceased members. Chief Purcell said it is up to the family of the deceased if they want a service.


10.0 Announcements

10.1 New Members

Augusta - introduced Nick Ashby, Kyle Strickland, Chad Belanger

10.2 Chief Bond announced a blanket was made for the retirement of retiring Fire Marshall Bernie Moyle. It includes 511 shoulder flashes from all over Ontario. 508 were from fire departments. It will be presented to him at his retirement dinner on Thursday.

10.3 FPO Greg Healy reminded members of Eastern Ontario FPO meeting and the Leeds/Grenville FP committee meeting.

10.4 Chief Doherty expressed thanks to all fire fighters who attended the service and funeral for Hiram Woods. The family was very appreciative as well.
