Nine departments were represented, with 28 current members in attendance and 3 honorary members. President, Tim Tedford at 19:30 hours, called the meeting to order.

1.0 Introduction

Host, Chief Tim Bond welcomed everyone and introduced the suppliers and quests present.

2.0 Guest Speaker - Russ Beaton - Ontario Provincial Police

Officer Beaton gave a presentation on preserving evidence on the scene of motor vehicle accidents.

3.0 Adoption of Minutes

The minutes dated September 10, 2002 were adopted.

5.0 Correspondence

Letter from Elizabethtown-Kitley Fire Department requesting that Chief Ken Baker be made a honorary member of the Mutual Aid Association.

6.1 Health & Welfare

· Nothing to report

6.2 Fire Prevention - Dan Prest

· Multi-Media projector and laptop computer are now available for use and will be stored at Elizabethtown-Kitley Fire Station #2.

· The Leeds & 1000 Islands had Mary Lambert perform at local schools for Fire Prevention.

6.3 Training- Bruce Brownell

· The pump operators course was held in Gananoque with 15 participants.

· The Trainers committee have started to put together a library of training resources, the library of materials will be stored at Elizabethtown-Kitley Station #3.

· The County First Responder Course will be held in Augusta Maitland station November 23, 24 and November 30, December 1.

7.0 Coordinators Report- Chief Peter Mulvihill

Deputy Chief Harry Jones reported on the following items

· 10 Year Life Smoke Detectors - We had conducted a program to place these smoke alarms in the homes of Seniors last year and in the past sold them through School Programs. The smoke detectors are not lasting the 10 years as advertised. There were approximately 1168 of these smoke detectors placed in the homes of seniors last year. There have been a number of complaints already that the detectors are not lasting. This is going to be an ongoing problem for the next 10 years. Keep track of any complaints that your department receives. Peter O'Hare would like to keep track of the number of faulty detectors we receive complaints on. The Risk Watch Coalition has put a promotion into the local schools promoting the 10 year Life smoke detector. Deputy Chief Harry Jones has notified the Coalition that the fire service will not support the 10 year life detector.

· Mutual Aid Plan - Reminder to all chiefs that the Mutual Aid Plan can not go any further before receiving all required information from all departments.

9.0 Unfinished Business

9.1 Art Pullan - Brockville Chief Fire Prevention Officer

A motion was put forth at the September 12, 2002 meeting to have Art Pullan made a honorary member of the Mutual Aid Association. Being no opposition to the motion Art Pullan has been made a honorary member of the Mutual Aid Association.

9.2 Memorial Day Parade

The Memorial Day parade held in Gananoque was very well attended.

9.3 Church Parade

The Church Parade held in Edwardsburg/Cardinal was very well attended.

10.0 New Business

10.1 Multi-Media Projector: The multi-media projector and laptop have been used a couple of times since its purchase. It was suggested that we look into purchasing one larger single carrying case for the unit and laptop computer. It was also suggested that we look into purchasing a wireless remote control and laser pointer for power point presentations.

Motion: Moved that we purchase a larger carrying case and wireless remote for the multi-media projector for a cost of $500 - $600.

It was suggested that we come up with a Maintenance fee charge for the projector to cover the cost of maintenance for replacement bulbs etc.

10.2 Chief Ken Baker: Chief Ken Baker had 37 years of service with the former Kitley Fire Department. It was moved that Ken Baker be made a honorary member of the Mutual Aid Association.

10.3Year end reports: President Tim Tedford requested the Fire Prevention Committee and the Trainer's Committee to submit a year end report on operations for 2002 and budget for 2003 fiscal year by the January 2003 meeting.


11.0 Announcements

There will be a Surprise Retirement party for Chief Ken Baker Kitley Fire Department on December 14, 2002. An invitation will be going out to all departments in the next few days with further details.

12.0 Next Meeting: Tuesday January 14, 2003 - 19:30 hours
