President James Grant called the meeting to order at 19:30 hours and welcomed everyone. 10 departments were represented, with 39 members in attendance.

1.0 Introduction

Chief Donovan welcomed everyone to the meeting, thanked the suppliers for coming and introduced Mayor Jim Pickard. Mayor Pickard thanked everyone and expressed his appreciation of the fire fighters.

2.0 Guest Speaker

Captain Tim Tedford introduced Pete Methaner from Code 4 and the Niagara Falls Fire Department. Pete spoke on new vehicle technology and lifting bags. Lifting bags are only good for 20yrs, should be tested every 5yrs and should not be stacked more that 2 high. New vehicle technology includes more air bags in cars, some have 18 including knee and carpet bags. Some cylinder pressures up to 7000psi. New vehicles are using stronger steel.

3.0 Adoption of Minutes

The minutes of the March 10, 2009 meeting were read with 2 corrections and approved.

Mutual aid service was held for Tyrone Wilson of Edwardsburgh/Cardinal

6.2 Fire Prevention - D/C Seed, Elizabethtown/Kitley

Mentioned the smoke alarm program that is coming out in the fall will likely happen during FP week. Wallmart has given them space for FP week
Next meeting is Thursday Sept.10 at E/K Station #3

Everything is ready to go with the Crisys reports for departments who have signed up
Counties is in possession of the Hazmat vehicle donated by Invista. Hopes to be in fire department hands by early next year. Any department with surplus equipment please contact a committee member.
Reminder all departments should have a minimum OFM Hazmat Awareness level training which is available online.
Communications committee has a consultant in place, doing field studies and developing a strategic plan.
Has been approached to show our moral and financial support to the wounded and disabled Canadian Troops by mounting the Red Ribbon Forces - Support our Troops logo on each department's apparatus. Web site is www.supportcanadatroops.ca
Joint Emergency Services Advisory Operations Group has been formed to discuss the inter-operability of EMS, Fire and Police within the counties and neighbouring municipalities. They discuss interagency communication, protocol at emergencies and traffic control at highway accidents


8.0 Fire Protection Advisor Report

There will be an Inspection and Enforcement workshop in Gananoque
Grow Op course in Spencerville
Bulletins are accessible to everyone online.

9.0 OAFC - Tim Bond

Presumptive legislation is still in the works.
Sunday is the Fallen Fire Fighters Memorial Ceremony and Parade at 11:00hrs
D/C Harold Workman has certificates from the recent Pump Operators Course
Kemptville Fire Hall Opening is September 19th

Election of officers will be held at January meeting. Nominations will be made at November 17th meeting.

12.0 Announcements

Elizabethtown/Kitley new members include: Matt Smith, Joe Dijkema, Garrett Donovan.
Golf tournament not finalized yet. Raised approx. $1,600.
